Director of National Intelligence Tulsi Gabbard cautioned legislators on Tuesday that North Korea is poised to gain a more robust military and diplomatic position as a result of the Russia-Ukraine conflict, and it is probably ready to carry out its first nuclear test since 2017.

North Korean leader Kim Jong-un aims to develop more robust, strategic, and conventional capabilities capable of targeting U.S. forces and regional allies, along with the U.S. itself, to enhance North Korea’s influence and status, protect its government, and secure de facto acknowledgment as a nuclear-armed state, according to Gabbard.

She highlighted Kim’s growing alliance with Russia, noting that this provides Pyongyang enhanced financial, military, and diplomatic backing, thereby decreasing the regime's reliance on China. Additionally, the director mentioned that the leftover North Korean troops sent to assist Russia in its conflict with Ukraine have acquired genuine combat experience.

Gabbard stated that Kim views his advancements in missiles and nuclear capabilities since 2019, along with strengthening relations with Russia and maintaining economic stability, as elements that boost his negotiating position against Washington. This also diminishes his eagerness for sanction alleviation.

"North Korea is likely ready to carry out another nuclear test with little advance warning and keeps conducting missile tests to showcase their growing abilities, which they intend to use as bargaining chips in upcoming discussions," she noted.

Gabbard and Ratcliffe both took part in a Signal group chat that accidentally included Mark Goldberg, who is the editor-inchief of The Atlantic His description of the conversations, which involved potential attacks on Houthi targets in Yemen, caused astonishment and mockery throughout Washington and far beyond.

What Happens Next

Gabbard cautioned that the increasing cooperation between China, Russia, Iran, and North Korea, evident following Russia’s 2022 attack on Ukraine, means these bilateral relations won’t return to their pre-war state from 2021, regardless of whether a truce is achieved later.
